This is not what you are used to as a"bulletin board". That is more correctly a message forum. A bulletin board, in the earlier sense was where the administration posted messages to the students, personnel or other members of the company or intstallation. When I was in college and when my pals were in the military, we lived or died by the bulletin boards AND it was our responsibility to check them daily. This is also a clever way to report updates which is what it's really all about.
